Site Lead Handbook needs to be updated

I completely forgot about this one. Remy told me at the 5th leads meeting that the Site Lead Handbook (https://docs.google.com/document/d/1u7_-ehMMiBJHP-VKJ9pAL13cwOXz2DsJ4jo2ZlX1Z-8/edit) needs to be updated for power.
If anyone starts to work on it, please say so here. I will do the same.

you linked to the 2017 site lead handbook. I changed the link at the beginning of the thread
