Receipts, Invoices, Buying stuff from Kleinanzeigen

S Saskia Public Seen by 75

Dear Everybody,

UPDATE
Dream Submission Preliminary Guidelines.
VERY IMPORTANT, PLEASE READ (but still not fully complete, so be prepared for a few potential changes)
https://docs.google.com/document/d/1XBxXkF1z6IHUDgyglCtGCYQ6cIquQrn6mmgSdHEBW2c/edit?usp=sharing

I know this has been mentioned at several points at dream meetings. But I wanted to create this thread as a reference. I would like to have this as a single post so the talk thread is link- able and can be sent to Dreamers who have a question regarding this.

I got an E-Mail saying:
"Most of the materials Will be purchased from private owners, so having official receipts might be difficult. Is there a guideline what needs to be on a receipt?"

So here is a question for the finanzteam and the art grant team from last year:
@remyschneider , @alexxx - please tag whoever might have insight here.

Questions

  • What counts as a receipt? Does it need to have tax number? Does it need to be a company? Is there ANY way to refund stuff that has been bought off of private?
  • At my work we have to pay stuff and then I write my employer an 'invoice' so they refund me the money I used for my work. When I pay something off of Ebay sometimes it is possible to use a 'quittungsbeleg' (see attachment) that the people fill out themselves. We use the same thing when we buy something at a market booth and they don't have invoices and receipts. Might this be a solution for people who want to get stuff from Ebay Kleinanzeigen if it doesn't exceed certain amounts of money? Or are people forced to buy new stuff?

ANSWER (Taken from Ebay.de):

In general, an informal letter (handwritten or typed) is sufficient. The names and address details of the buyer and seller, the quantity and name of the item sold (e.g., 1 PC XY), the price (e.g., 450 euros), the date, and the signature (handwritten) must be provided.

e.g. "I hereby bill for the sale of" PC XYZ "450 Euro."

In addition, a sentence such as "received on June 13, 2019" should be added, since this is proven receipt of payment for both sides.

This is an excellent question. I think @alexxx needs to weigh in on this. In particular, we require receipt guidelines. I know he has been working on something, but it is not clearly linked as of now. Will send him a PM on this as well. Tnx for raising it Saskia!

btw, @saskia31 there is no attachment.

I'm writing on the documentation now. It's a tricky area though.
1- you can always get a handwritten and signed receipt from private purchases, without the UmSt Nummer, but you need to ask for it.
2- the little quittung/receipts books with the yellow copy pages are best for this.
3- there could be workarounds that would need to be discussed in private channels on a case-by-case basis. But nothing that can be documented transparently for everyone to see.

Luckily this is a niche case and should be handleable as it comes.
If any of your dreamers having this problem particularly then have them get in touch with me.

What about the case if we rent something from private - so we don´t have a receipt valid for finanzamt? UnderWorld will have the case for a 100 EUR tent. We can get an informal letter though aka "I hereby bill for rent sale of a tent for 100 EUR".

I would like to send all my dreamers a mail telling them that purchases from Kleinanzeigen requite such a Quittungsblock. I think it is easier to tell people now, befire they buy stuff, than afterwards. :D

in addition, we need all sorts of paperwork signed and all that as well right? (like the cover letters etc.) Or no longer?

@alexxx could we potentially recycle the budget guidelines we sent out last year to artists?

Indeed indeed, sorry I didn't get back to this sooner.
Yes the "privatquittungbelege" is valid in this situation, so long as it has name, date, location, address, total amount, description of goods and a signature then all will be fine.

I recommend you send this in along with a receipt of equal or high value (something with MwSt, i.e. Petrol or other valid expenditures). We refund based on proof of purchase based on the dream description, but if we can use other receipts for the Steueranmeldung then we might have more funds to over-refund, which would be excellent, but cannot be promised.
