How can people edit dreams?

Hey folks, I find it currently very unclear still how we could enable editing dreams...
On the one hand, we do not want people to edit dreams after they have received votes, since we do not want them to change min/max or the description of the project.
On the other hand, it is quite complex: sometimes changes are needed + where do the votes go if dream grants need to be changed anyways?
Also, for some questions people can make changes. If they change the power requirements, maybe that is ok?
What are your thoughts?

outcome of quick discussion between Kate & Zach & myself:
dreamers can edit all fields after submission, except for the min/max budget, where they need to write in the dreams talk group to ask for a change.
